We are a committed group of volunteers who are working to elect Republicans in Scott County, Iowa and throughout the United States. Currently our executive committee consists of a Chair, three Vice Chairs, Secretary, two Finance Co-Chairs, Treasurer, and Immediate Past Chair. Our Central committee is composed of two precinct leaders from each of our 63 precincts in Scott County, who are elected at each biennial caucus and who serve a 2-year term.

Scott County Republican Central Committee Constitution

Article 1 — Name
The name of the organization shall be the Scott County Republican Central Committee.
 
Article 2 — Purpose
The purpose of the organization shall be to conduct, under one central organization, the activities of the Republican Party of Scott County, Iowa and to aid in every way the establishment of fundamentals of Republican principles and policies on a voluntary basis and cooperate and assist in the conduct of national, state, and local elections in support of the Republican ticket.

Article 3 — Membership
The membership of the party shall be composed of all eligible voters in Scott County, Iowa who desire to support the objectives of the Republican Party. Membership shall be available to all said eligible voters in Scott County, Iowa without regard to race, creed, religion, or sex.
Nothing in the Constitution shall be construed to abridge or deny the right of any voter to participate in any caucus, primary election, or convention wherein he/she is entitled by law to participate.
It shall be the duty of the Scott County Republican Central Committee to enroll all members of the Party of Scott County, Iowa insofar as it is practicable to do so. Opportunity for enrollment shall be open at all times to all citizens of voting age who are eligible for membership.

Article 4 — Membership of the Central Committee
The Scott County Republican Central committee shall be composed of two persons from each voting precinct, as specified in the Code of Iowa, elected at precinct caucuses or otherwise provided by law. Individual selected for said position must be in attendance at said caucus.
The general management of the affairs of the party in Scott County, Iowa is vested in the Scott County, Iowa Central committee, subject to direction from time to time by the Scott County convention of the Party.
The Scott County, Iowa Republican Central Committee shall have such officers and administrative personnel as it may determine and shall organize its operations to attain the objectives of the Republican Party, and shall have power to adopt bylaws to carry out its duties and the provisions of the Constitution, provided such bylaws are not in conflict with the provisions of the Constitution or the Constitution of the Republican Party of Iowa or the laws of the State of Iowa.
The term of office of a member of the Scott County, Iowa Central Committee shall begin as provided in the Constitution of the Republican Party of Iowa and shall continue for two years or until his or her successor  is selected and qualified, unless the member is sooner removed by the Scott County Central Committee for inattention to duty, incompetence,  or actively supporting an opponent of our Republican nominee, conduct which is injurious to the organization or its purposes, tending to injure the good name of the Organization, disturb its well-being, or hamper it in its work.
Vacancies of the Scott County Central Committee shall be filled by the Scott County Central Committee. 
 
Article 5 — Scott County Central Committee Officers
The officers of this Central committee shall be a Chair, three Vice-chairs, Secretary and Treasurer and such other members as the Scott County Republican Central Committee in its bylaws may provide. The Scott County Central Committee shall organize following each general election, but no later than the following April 1. The Committee shall elect either from its membership or otherwise, a chair, three vice-chairs, secretary, treasurer, and other officers as it may determine.

Article 6 — Meetings
The Chair, a Vice-chair, or thirty percent (30%) of the duly elected in serving members of the Scott County Republican Central Committee may call a meeting of said Committee, and there shall be no less than four meetings per year.

Article 7 — Definitions of Rights and Privileges of Auxiliary Organizations
The Scott County Central Committee may recognize official auxiliaries authorized by the Republican Party of Iowa. The activities of such organization shall be coordinated with the authorized to party activities and shall be subject to the direction of the regularly constituted party authorities.
Each auxiliary shall elect its own officers.
The chair of each recognized Party auxiliary shall be an advisory member of the Scott County Central Committee, but shall have no voice in official business transacted by the Committee.

Article 8 — Executive Committee
The members of the Executive Committee are the Chair, three Vice-chairs, Secretary and Treasurer and such other persons as provided by the bylaws.
The Executive Committee shall transact the routine business of the Central Committee and may act in the name of the Central Committee during the interim of the meetings of the Central Committee.

Article 9 — Caucuses
The Republican Party of Scott County, Iowa shall conduct regular precinct caucuses and county conventions as provided by the code of Iowa and called by the Republican State Central Committee. The number of delegates elected from each precinct at the precinct caucus shall be designated in the call of the county convention. Said number shall be based on the Republican vote for Governor or President in the previous election as provided by state law.
Notice of the date, time and place of the precinct caucuses shall be given twice by publication in a newspaper of general circulation within the precinct. Notice shall be published, not more than thirty days nor less than five days before the date of the precinct caucus.
Any person voting at a precinct caucus must be a Republican, an eligible voter, and a resident of the precinct. The eligibility of any person to participate in the caucus shall be determined by a majority of those in attendance.
 
Article 10 — Voting at Precinct Caucuses and County Conventions
Voting by proxy will not be permitted in any precinct caucus or county convention provided for in this constitution.
At county conventions, the delegation from each precinct shall vote the full strength of the precinct delegation in proportion to the vote of the delegates present.

Article 11 — Amendments
This constitution may be amended by any regularly or specially called county convention. Notice of intention to so amend shall be included in the call for such convention. Such notice to amend shall be included in the call at the request of the Chair, a Vice-chair, or thirty percent of the duly elected and serving members of the County Central Committee. Such amendment shall be adopted by a majority vote of delegates of such convention.

Article 12 — Conflict with Statutes
No provision hereof shall supersede or abrogate any of the provisions of the statutes of the State of Iowa, the Constitution of the Republican Party of Iowa and the rules of the Republican National Convention which are in conflict herewith.

Article 13 — Effective Date
This constitution was adopted at a meeting of the Scott County Central Committee on August 22, 1974 at Davenport Iowa to be subsequently filed with the County and State Commissioners of Election.
